On January 10, the second session of the 17th Shenyang Municipal People's Congress successfully concluded all its agenda items and was held to a triumphant close at the Liaoning Provincial People's Hall. Guan Hongjun, General Manager of Shuifa Hangyuxing, attended the meeting as a representative of the municipal people's congress and brought forward proposals such as "focusing on regional livelihood projects while revitalizing and fostering Shenyang's self-sustaining economic growth."

During the session, deputies from various sectors, entrusted with the expectations of the city’s residents, enthusiastically attended the event with unwavering political enthusiasm. Guan Hongjun, General Manager of Shuifa Hangyuxing, participated as a municipal People's Congress representative and brought forward proposals such as "focusing on regional livelihood projects to revitalize and sustain Shenyang’s self-sufficient economic growth."

 

 

At the meeting, Mayor Lü Zhicheng delivered the government work report to the assembly. Looking back at 2022, it was an exceptionally challenging year in Shenyang's journey of revitalization and development. Despite recurring COVID-19 outbreaks and downward economic pressures, our province managed to stabilize its economic foundation and maintain a secure growth trajectory, achieving steady progress amid uncertainty. As a result, Shenyang took a solid step forward in pursuing all-round and comprehensive revitalization. Meanwhile, he emphasized that 2023 will mark the year when we fully implement the spirit of the 20th National Congress of the Communist Party of China—a pivotal moment as we build on the achievements of the "14th Five-Year Plan" and lay the groundwork for the next phase. It is also the inaugural year of the province’s ambitious three-year campaign aimed at unlocking new breakthroughs in revitalization efforts. Given this, tackling this year’s tasks with determination is not only of great significance but also carries immense responsibility. Shenyang is now entering a new era of poised momentum and soaring potential, equipped with a robust foundation and favorable conditions to accelerate its development—moving not just faster, but even better.

 

 

 

During the meeting, more than 400 city-level People's Congress representatives, entrusted with the hopes of the people, brought forward carefully researched proposals and recommendations developed over the past year—offering valuable insights and practical solutions to drive our city’s high-quality development. As a People's Congress representative, Guan Hongjun, General Manager of Shuifa Hangyu Xing, not only shared genuine grassroots opinions gathered during her work but also focused on advancing the cause of high-quality manufacturing development. She expressed her thoughts and suggestions as a business representative on how enterprises can actively contribute to "revitalizing and fostering a self-sustaining economic cycle in Shenyang." She pointed out that, in today’s post-pandemic era, the recovery and growth of the market economy continue to face three major pressures: shrinking demand, supply disruptions, and weakening consumer confidence. As a result, businesses are still grappling with numerous challenges. After objectively analyzing the strengths and difficulties faced by Northeast China-based companies during their growth journey—and comparing them with leading manufacturing firms in southern regions—she highlighted significant gaps in our local business environment and capital-market conditions. Looking ahead, she urged the municipal Party committee and government to pay closer attention to the needs of local enterprises, particularly prioritizing support for high-tech companies that possess cutting-edge products and technologies. By nurturing these innovative firms, she believes we can accelerate their growth, position them as industry leaders, and ultimately kick-start Shenyang’s revitalization efforts, paving the way for a sustainable, self-reinforcing economic cycle in the city.

In 2023, as the pandemic recedes and economic development—and people's daily lives—gradually return to normal, the entire nation will accelerate the establishment of a new development paradigm. This paradigm is centered on a dual circulation model—driven primarily by both domestic and international markets—while fostering mutual reinforcement between regional internal and external loops. Guan Hongjun believes that, under these circumstances, manufacturing enterprises like ours should place greater emphasis on government guidance, stay grounded in the present, strengthen our core competencies, and seize emerging opportunities. By proactively planning for long-term industrial growth, we can collectively nurture and help high-tech industries and innovative enterprises take root, thrive, and expand across Northeast China.
