At around 2:20 a.m. on January 7, 2021, officers from the Huanggu Branch of the Shenyang Public Security Bureau apprehended Zhang Moumou (male, 48 years old) near the north wall of the Tawan Agricultural Market in Huanggu District. Zhang had attempted to climb over the isolation fence in an effort to leave the heavily controlled area. On January 7, 2021, Zhang was placed under administrative detention by public security authorities for refusing to comply with decisions and orders issued during the emergency situation.

On January 8, 2021, at 10:00 a.m., at the traffic checkpoint on Tawan Street, Kunshan West Road, Huanggu District, Shenyang City, Cai Moumou (male, 28 years old) attempted to drive out of the key管控 area while pretending to be a community worker. He was spotted by officers on duty, who promptly detained him and took him back to the public security authorities for investigation and further handling. The offender, Cai Moumou, was subsequently placed under administrative detention by the public security agency in accordance with the law for refusing to comply with decisions and orders issued during the emergency situation. On December 27, 2020, around 7:00 p.m., the Hunnan Branch of the Shenyang Public Security Bureau received a report alleging that someone was spreading pandemic-related rumors. Investigation revealed that at approximately 3:00 p.m. on December 26, 2020, Tong Moumou (female, 34 years old) used the internet to circulate the false claim that "more than 30 COVID-19 patients had been confirmed at a certain hospital." On December 27, 2020, Tong Moumou was placed under administrative detention by public security authorities for fabricating facts and disrupting public order, as per the law. [Case Study 2] At 3:00 PM on December 31, 2020, Zhang Moumou (male, 57 years old) became visibly agitated while waiting in line for a nucleic acid test outside the Lezhen campus of Qishan No.1 School in Huanggu District, Shenyang City, reportedly due to frustration over the long wait. He subsequently argued with police officers on duty at the scene and physically assaulted one of them. Zhang Moumou was then subdued by other officers and taken back to the public security authorities for investigation and further action. Currently, the suspect, Zhang Moumou, has been placed under criminal detention by the Huanggu Branch Bureau in accordance with the law, on suspicion of obstructing official duties. [Case Study 3] At 8:20 PM on January 1, 2021, at the nucleic acid testing site in Zhengda Taohuayuan Community on Yinke East Road, Hunnan District, Shenyang City, Gong Moumou (female, 42 years old) became upset after being asked to step back by police officers on duty while attempting to cut in line. She immediately argued with the officers and obstructed them from performing their duties. On January 2, 2021, Gong Moumou was placed under administrative detention by public security authorities for illegally impeding official duties.
